How to design unit cell at desired frequency with 180 degree phase reflection?

Hello expert. I need your help.

Im designing a unit cell metasurface at 3.5 GHz. I tried to optimize the unit cell size to achieve 180 degree reflection phase so that I can make it as an array an use it as a superstrate to enhance gain of antenna. Can anyone help me on this? As I tried to optimize the size of unit cell, reflection phase is reduce.

Phase of the reflected signal depends on the impedance of the reflecting material. In order to get 180 degrees of phase shift your cell should have as small impedance as possible.
