Thanks for your kind reply. I am going to prepare a survey study to know whether agricultural policy makers have access to accurate and timely data to formulate agricultural policy for a country. I will distribute these questionnaires among the policy makers. But, I dont know what kind of question should be asked from the policy makers? what are the actual need and problems of policy makers.

Are you talking about macro policy in general or in a specific sector, before building your questionnaire, choose the model that you are going to use in your methodology, if you want to use regression model for example, you have to choose some variables for each policy (monetary, financial, ..) that affecting it.
