suppose I do have time-series (Year) data for many countries (C), then I can declare the stata that the data is a panel by:
Xtset C year.
If I added regions for each country how can I declare the data is panel either across regions or countries? or am I supposed to have it in separate excel?

Meanwhile, you could try a search on . I tried that just now, and as I suspected, some of the hits advised using -mixed- (or -xtmixed- as it was once known) rather than -xtreg-.
