An easy way to do this would be (if you want the nodes to coincide):

1) Create the parts for the lap/adhesive

2) Mesh the assembly

3) Convert this to an orphan mesh (mesh->create mesh part)

4) Create element sets, assign the different element type to each set 

This should be straightforward from here.

Alternatively you can create the parts separately and use tie constraints to join the parts.
