How to configure high concentration betaine solution?

Please tell me how you configure high concentration betaine solution. I want to configure 250ml of 9mol/L betaine solution and I need to dissolve 263g of betaine into 250ml of water, which cannot be dissolved. Does it have anything to do with temperature and pH, and how can I configure such a highly concentrated betaine solution?
