I have a 3D point cloud and RGB image, and I will align/co-register the point cloud to the image. I'm looking for a tool to do it manually by selecting matching points. any idea?

CloudCompare and MeshLab are both free and open source tools that provide the ability to manually select matching points and align the point clouds. CloudCompare is a good choice. There is a video tutorial for alignment on youtube. If you at home in the Autodesk world than ReCap does the job as well.

Mostak Ahamed Thanks Mostak for your answer. I do not want to align point cloud to point cloud. I am gonna align the point cloud to the image. Are you sure Could Compare is able to do that?
