The author asks for permission to cite, however, the author is unresponsive to requests for citation. Should I wait? It would be difficult to exclude this paper from the reference section since some of the findings in my paper coincides with / or reflects this particular work. Please provide some suggestions.
Thanks Mohamed for your info and the link. Yes I understand but the paper I am referring to does not have a date, but the author name and affiliations are there. Searching the internet, I was not able to find the date of submission or completion, so I am confused. I am worried about the fact that how can I add the info without the publication year being included?
moreover, it does not have a DOI as yet.

In some disciplines --economics, social sciences-- is something common to make public a Working Paper before submitting the manuscript to a journal. Similarly, it is not uncommon to cite this kind of works, although a Working Paper is not technically "published" --in the sense that is not peer reviewed. That said, many times I didn't find any difference between a working paper and the final paper published in a journal. However, sometimes working papers are just preliminary drafts, or the authors expressly state "not to cite" or require permission. We should respect the requirement of the authors.
Thanks Prof. José for your suggestion. So is there any other way I could cite this article or it would be better to cite a similar published article (if that exists) on the same topic? I must submit my paper by tomorrow (deadline) and still got no response from the author. I am thinking about two options: first option, If I could include this their contribution in a footnote. But then I assume I 'll still need to cite the article in the reference section. Second one, avoid this paper altogether.

Yes I understand Mohamed that I can cite it as an unpublished work, since as a reviewer I have come across such citations. But this is a different context since it is clearly written at the top of the first page that "Please ask for permission to cite". As Prof. José mentioned above, I think we should respect the requirements of the authors, if such is explicitly mentioned. I am not sure it would be correct to cite if the authors don't want it to. Anyway, thanks for the link on relevant discussion.
