I am planning to develop a model to improve land use practices. My theoretical lense is pragmatism. I prefer a mixed method research. Would 'Concurrent transformative design' be a practical option? This research doesn't look at voice of people or human rights whatsoever. I am not sure if 'concurrent nested design' is more relevant.

Since your goal is to "develop" something, this implies a sequential time line, rather than two studies that would occur concurrently. A classic design of this type would be qual --> QUANT (sometimes known as an "exploratory sequential" design). In this case, the approach would be to do a smaller qualitative study (probably with individual interviews or focus groups) as a preliminary step in developing the model.
But I am a bit uncertain about what your actual goal is. In particular, if developing a model is itself the goal, what would the quantitative component be? Quantitative methods are more commonly used to test models rather than develop them.

When coming to this stage to decide on which mixed method research design to adopt, you should have your research problem & research objective in mind or penned down. Perhaps you can evaluate how your research problem & objective can be addressed / achieved by adopting sequential exploratory design or other designs as appropriate.
How to choose the most relevant mixed method research design to develop a model?

Referring to your description, rather than using the mixed method study, I suggest using the single one --the qualitative method, for modelling stage. You can use a grounded theory by employing a systematic literature review to develop a model. It is common in social science for using the previous models or theories.
It may be different matter if your aim is for validating a model. I think, using mixed method may be appropriate in this stage. It related to the efficiency of your research resource use, since the availability and its utilization are essential for the PhD students to finish their study.
It is my experience as one of your considerations, which may help you in your model development and its validations.
I developed my model using a systematic review and the proposed model was then validated by the sequential mixed methods, QUAL to QUAN.
First, as it is mentioned by David, I chose FGD study in the qualitative part by using interview and discussion with colleagues in my research group, consultation with my supervisors, and seminar in my department/faculty for collecting the data. I believed that the above mentioned activities are appropriate techniques in regard with my status as a PhD student. In addition, the other PhD students, PhD candidates, and the professors in my department are also the key informants in respect of their knowledge, skills, and experiences. Please, imagine that across interview, discussion, consultation, and seminar (included the research proposal defense) are the data collecting techniques. However, one of the essential issues in this stage is that the data recording and its management. Based on the findings and its recommendation of this study, I was then revised the first model.
Second, following the sequential meta-inferences, I was then examined the revised model using s pilot survey study as the quantitative part of the model validation study. Based on this study findings and its recommendation, I was then refined the first revised model.
In short, the transparency of the research implementation and the clarity of its meta-inferences presented the trust and validity of the model validation study.
