Actually we are making pervoskite solar cell in glove box but we are not getting photovoltaic effect. Could you please suggests the method to verify the active layer quality without device fabrication?

check the film morphology with SEM. the crystallinity and composition with XRD. compare these results with litterature. it might be that your composition in completely off then you'll have to change something in your process and repeat...
One of the very suitable methods to test the functionality of the perovskite layer is to measure its photoconductivity by simply supplying the layer by two metallic Ohmic contacts, measuring the dark current and the illuminated current. As larger the photocurrent is , the layer will be more sensitive to light and it will be effective in the solar cells.
