I'm trying to map out the differences between various statistical downscaling systems. Yet, I have no clue how I can do this in programs such as ArcGIS or other platforms.
How and where exactly can I learn about the process and algorithms to conduct spatial statistical downscaling.

Zülküf İbrahim Erkol you can use R studio and ARCGIS platforms to downscale your data if its in raster format.
you can find all the tools in data management toolbox (Data Management>Resample)
Using QGIS you can go through SAGA => Raster Tools => Resampling, and ArcMAP=> Data Management => Raster => Raster Processing => Resample
