I have a longitudinal dataset with the same people over 16 years. Each year, respondents have answered a question about their ability to pay the energy bills. I want to calculate PERSISTENT energy poverty, i.e. which respondents have not been able to pay their bills for three consecutive years or more? How do I calculate this in SPSS?

There are different ways that you can look at this data over time. Personally, I like to use mixed models, since they are very flexible and handles missing data. To use mixed models, you could easily create a dummy variable and create two groups in look for differences within this model. However, it seems that you are more interest in identifying patterns on your data. Then, I would suggest for you to use latent class analysis, which will find patterns on your data.
Of course, it will depend on the kind of data you have. For example, if you have a variable regarding paying the energy bill every year will be easier than if you do not have this variable.
