I guess the two material are not connected. I would say look for an interface material property between the steel and concrete and model zero-thickness cohesive zone element (TCZM in ansys apdl, I guess) using this property. The cohesive zone elements connected to steel and concrete will mimic the slip behaviour between them.

PS: I have also seen people directly coupling the shared degrees of freedom in encasing problem. But I'm not sure if this will always be the case.

For the other problem, I guess the steel being stiffer (just double check the axial stiffness), takes over the load after deformation of concrete. I think making it composite will get rid of your this problem as well.

My case i am using interface element (Contact and target). but my solution is not converge at load step 0.333 sub step 9

I saw your project "Inverted Stud Configuration in Steel Composite Beams". In this how you are making bond with steel and concrete.

As stated, you have to define a proper contact between the steel section and concrete. In APDL (3-D model) you have to define either contact elements (CONTA174 & TARG170) or interface elements (inter205) with a proper type of contact (bonded). Also if you are modeling concrete using SOLID65 legacy element then there will be high probability of solution non convergence if cracking and crushing are activated. Also this element is highly sensitive to the mesh size used, you can deactivate cracking and crushing of the element by setting them values of (-1) and then solve just to see if this is the reason behind non convergence. In general it's tricky to get SOLID65 element to converge with both cracking and crushing activated, the load (displacement controlled) should be applied at a very slow rate with a fine mesh. You can try the newly developed Microplane element using SOLID185 with damage elasticity/plasticity or with CPT215 coupled damage plasticity.

I amusing contact and target elements. But due to loading the failure is develop in between steel and concrete.

Choosing the bonded contact type may be efficient to obtain a converged solution.
