I am biasing the reference electrode and working electrode of a potentiostat to perform amperometry and voltammetry. When performing measurements, I set the reference electrode potential to 1v and vary the working electrode potential.

However, I am not sure how to bias the electrodes in between measurements or when I am not taking measurements.

Can I set both electrodes to 0V?

Should I output high-z to the potentiostat for both electrodes?

How will the biasing of electrodes during rest affect measurements and what is the correct way to bias them?
