I have 6 years of pre program data for two schools and I have 6 years of Post program data for the same two schools. The issue is that the POST data is not in the same years and the PRE data. I'm looking at the gradation rates before a program was implemented and after in entirely different years. The first 6 years are a group and the post 6 years are a group. Does anyone have any idea how I would run this?
I would perform a paired mean t-test. Maybe I am wrong but you cannot control for time-fixed effects with thi set up.
It seems to me that you would run the per data identifying specified outcomes (retention, grade rates, GPAs in the program, time for completion) then do the same for the post intervention and compare outcomes.
If you have one dependent variable, then you can do factorial analysts of variance(ANOVA), using school and test as factors.
If you have more than one variable on which you want to compare them, then use multivariate analysis of variance (MANOVA) as given in:

You would have to consider change over time in your interpretation of results.
