How to achieve very low concentration (1 ppm or so) of Volatile Organic Compound like Formaldehyde which has higher vapor pressure. I am using 37% formaldehyde solution to generate formaldehyde gas using air bubble. Could you please suggest me what will be the gas flow rate and solution temperature that can ensure such a low concentration value of formaldehyde?? Please provide me some references if possible. I am looking forward for your positive answer.

You can try the permeation tube loaded with trioxymethylene. The tube can be purchased, and the direction will tell you the gas flow rate and temperature.

you can also heat solid paraformaldehyde in a glass tube flushed with nitrogen. The heating temperature as well as the nitrogen flow rate will determine the formaldehyde concentration in the gas phase. You can also dilute the flow after the glass tube for further dilution.
