As we are doing so may effort to control the rabies by means of prophylactic vaccination for dogs and doing ABC in dogs and we are spending huge amount of money for post exposure prophylaxis for humans, doing health education and educational campaign. Still so many human and animal deaths happening in India due to rabies. Where actually we are lagging?
Its a difficult task to achieve the target. Even though creating awareness among the peoples. I suggest that the only way to control the rabies through the implication of act which enforced to controlling of stray dogs and the pets must be vaccinated those who holding pets in their home. And also give Bait vaccine or pellet vaccine for the free ranging animals. This should be happen in a time everywhere in India at the same time.
I fully support the answer of Mr.Palanivelrajan. All dogs should be vaccinated whether pet or stray. If it happens, the rabies may be under control.
There must be dog registry, in which all details are mandatory regarding birth certificate, adoption certificate, vaccination program updations etc, failures will be penalized. A separate vet health department must establish under Vet health policy. Regular free check, free vaccination programmes must go on.
In short there should be parallel Vet Health system like Human Health Services. Very important you can't achieve 100% success but efforts will minimize mortality & rabies may be under control.
I agree that dog vaccination and control of stray dogs are a big part of what is needed..
free sterilization campaigns or reduce price ones could help control the number of stray dogs as well.
can you tell us more about the human cases in India? how many of those are linked to dog attacks? how many to other animals?

Andaman & Nicobar Islands have not reported any Rabies case till now. In mainland, practical problems is maintenance of transmission chain through wild animals living in forest area. This is really difficult to control.
Responsible dog ownership, stringent rules and regulation, ABC programme, scheduled Anti rabies vaccination campaign (year round), Proper waste disposal, public awareness and education, stringent rules, control in wild population through oral vaccines, prompt treatment and proper post exposure immunization in humans, more of a One Health approach involving various Human and animal health departments, wild life, environmentalists, Local government organisations, related NGO's, is the key for controlling rabies, rather than departments acting independently and reaching no where.
Some of the required steps to control Rabies are --- 1) Animal bite surveillance, 2) vaccination of domestic animals, 3) Pre & post-exposure prophylaxis to human as per guidelines and 4) humanly killing of suspected rabid animals such as street dogs, domestic cattle etc. as early as possible to stop further spread of virus to other animal/human etc. Lastly, we need research on Rabies to understand many unknown facts about rabies particularly about asymptomatic/carrier stage of this disease

I am agreeing your all the points for prevention and control of rabies, but in India I don't think presence of carrier stage for Rabies. Mostly all animals and humans infected with rabies will die once they started showing symptoms (During course of disease). Is there anybody or any author's reported carrier stage of rabies in India? If anyone finding any articles or publication regarding this means kindly send me.
Carrier stage in animals is reported, but not in human. We need to study that.
