It lowers the combustion temperature so that less NOX is formed. If you have too much water though (more than around 5%) I believe the engine starts to perform less well

We achieved a good reduction of NOx and accepted other emissions when adding 5-7% water on certain loads after which some of the other emissions increased sharply and the combustion process parameters went below the desired.

which surfactants added to the water will not interfere?
