There are too many different issues in your question. I will try to mention some of them.
1. Support of content knowledge. A specific design of teaching and learning materials for a particular educational level (primary school, secondary school, university, etc.) is required. It should consider a particular curriculum topic and the goals of the learning process supported by technology.
2. Instruction. Maybe the theoretical frameworks for instrumental genesis, i.e. instrumental orchestrations can help. They offer insights into how rich-technology-classrooms can be organized and what are the roles of all participants including the instructor.
3. Assessment. It depends on who does it, the instructor, the digital technology itself (so called intelligent systems) or some one else.
4. Collaboration. This is related maybe more to the methods which can be applied.
