How stresses transmit through interface in plaxis?

I need a little clarifying for this issue please,

I'm applying q=425 kpa on a steel plate on soil and tried different possibilities for the interface, here R=1 and i got the stresses just at the top of soil as can be seen of about 265 kpa , when i set R=0.7 this value increases, so i want to understand what happens here and how to best simulate the actual behaviour?
