Background and context

The director of a primary school in London has asked for a fourth-year student from a teacher training college who could investigate opportunities for gifted students who need more challenges. An earlier survey conducted among these students’ parents/guardians has revealed that many of these children are bored and that about half of them no longer like going to school.

Background

The British Ministry of Education has paid a great deal of attention to this issue in recent years [explain with sources]. Well Dickson,

Problem formulation as I was told by my Professors , for PhD is broader , reason being it safer at defense or you can accommodate more.

For master's it is more solution approach (at least in my field) where design/implementation/testing / etc etc is involved. 

I agree with all RG colleagues.

The one should emphasize his work so he must explain the major problem he is going to solve or discuss and its impotance to human being ot its impact on human being activity or economic aspect.

Determining the definition of the subject, its problem and its tools, is the basis for putting the research problem in its proper framework

The graduate student usually prepares a research plan to write an introduction, that includes the most prominent reference studies on the supposed title of the research. At the end of the introduction, the research justification is usually mentioned to suit the appropriate data for study in the research center( university,  state or the international research center). Then, the objectives of the research will be clear and the methods of research to be followed, materials and equipment and the availability and where the search will be carried out, then presented to a scientific committee and after the approval of the Scientific Committee on the possibility of carrying out research.

The student will issue a seminar on the entire department members, after approval. any problem or obstacle unless the student and supervisors can find a solution , the department can even sometimes change the title, and modification of some goals. Of course, it is easy to track any problem when the student is required to conduct a seminar periodically on research developments. To discuss not only a student also a scientific supervisor and possibilities.

The structure of the argument should be stated in an if-then fashion. In the description of the antecedent, the necessary and sufficient conditions (and only such conditions) for the result should be delineated. In the description of the consequent, the result should be stated as succinctly as possible. This eliminates unnecessary clutter.

The research problem creates a focus for the direction of the research, it indicates the direction that the new work is pointing. It is important that the researcher dispenses with needless preamble giving only what leads to asking the question what? i.e. what is the problem? How can it be framed? In a colloquial expression, the researcher should cut to the cheese.
