Gene expressed when an enzyme (protein) binds to a specific target sequence and caused the gene to be regulated.

Also, we understand that chromosome is very packed inside a nucleus.

Here comes my question, in a very packed chromosome (before it relaxed to become chromatin), how does protein find its target sequence in a packed chromosome and relax the chromosome to become chromatin and so allow the gene regulation to happen?
