I am simulating a model in COMSOL Multiphysics.
On top of the Piezoelectric beam, a layer of PDMS is there. I need to Vibrate the PDMS layer, by vibrating Piezoelectric beam by applying excitation.
So Could anyone help me in how do piezo electric materials responds to input frequency.

I assume what you trying to imply is the actuation of the beam via the piezoelectric transducers. This is called the converse piezoelectricity effect, where applying voltage results in mechanical deformation.
In order to understand the mechanism behind it, it's better to look at the constitutive equations. There, you can see that the electric field and stresses are coupled with a piezoelectric coupling term (e.g., e31 ). In summary, when you apply a harmonic voltage to terminals of the piezoelectric patch or layer, it expands and contracts in a normal direction to the applied voltage. This causes the structure, such as a cantilever beam, to bend at different frequencies. In particular, if the excitation frequency reaches the natural frequency of the structure, the resonance phenomenon occurs which is usually the target of most applications.

As Amir mentionned there will be some frequency dependence because of the mechanics of your structures, but there is also frequency dependence in the piezoelectric material itself where the piezoelectric coefficient would be generally higher for lower frequency. The piezoelectric coefficient dependence on frequency is different from one material to another and even the same material might have different frequency dependence if they are from different suppliers. Do some direct measurements on the PZT you are working on (Impedance method will not capture that) or look in the literature there might be stuff on time dependence of PZT (Look for Anastasia Muliana)

If you are talking about how to get it in simulation, simply use frequency domain analysis and specify the frequency range in the study.
