Let's break this down into two separate problems. If the ward (or more common name, traffic analysis zone, TAZ, or just "zone") attracts and sends out traffic itself, to other zones, we can use trip generation step from the transport modeling toolbox: essentially we try to translate all the employment positions in hospitals, schools, and businesses (for example) into an idea of how many trips they attract per day. Similarly with trip production -- how many people, car ownership, etc can help with a regression model for trip generation.

Now the second harder problem it sounds like your zone is a "pass through" route for trips coming from other origins to many other destinations. In this case you need to be able to predict how the main streets in your zone are impacted by these through trips. If you have a completed traffic assignment model, you may be able to compute how many of these happen. If you have resources to do a cordon survey you can surround the zone with counters and get some idea of the trips entering and leaving the area. There is really no easy way to do this if you cannot ask the driver where he is going, unless you can trace the license plate number entering and leaving the area.

Brian Mikelbank and I did a paper about this for the City of Dublin Ohio, where a major interstate section of highway enters and crosses through the city. We estimated the through flow. I'll attach the paper in a minute to the next message.
