my guess is that you will always end up with partially exfoliated carbon nanotubes. Otherwise you would need large energy input and highly dilute dispersions.

Partial exfoliation of CNTs can be done with H2SO4 + KMnO4 by maintaining reaction time and temperature. it enhances the surface area of CNTs.
