To the best of my knowledge, except old publication by Fei Xiu-geng that appeared in Chin J Oceanol Limnol, there are no estimate given on how much is the total area under seaweed cultivation. I would be happy to know from experts the data for current estimate of seafront that has been used for seaweed cultivation.
That is a good question that can probably be answered by agencies in seaweed producing countries that can use GIS and satellite imagery.

I was assisting my student to write a paper about producing seaweed at east of Indonesian island (East Nusa Tenggara) As long as you have clean area to grow seaweed, you can easily grow seaweed manually.
You can cultivate seaweed along the beach as much as you want, as long as the beach is clean. The trick is very simple, you just tie the pieces of seaweed with plastic rope and left for some time, then the seaweed will flourish. During this time there is no obstacle for growing seaweed as much as you want, only labor is the limit. Seaweed farmers can harvest their limited power capabilities, they are doing it manually. After harvest , seaweed is dried and sold. That way they do today, regardless of technology,
