The quartile ranking method is based on the Impact Factors (IF) of publications from Science Citation Index (SCI) database. This ranking is published by the Journal Citation Reports (JCR) every year.
In which, Q1 denotes the top 25% of the IF distribution, Q2 for middle-high position (between top 50% and top 25%), Q3 middle-low position (top 75% to top 50%), and Q4 the lowest position (bottom 25% of the IF distribution).
How important is the use of this in assessing research proposals?

In Colombia the Science Citation Index (SCI) is very important not only in the evaluation of research proposals, also in the classification of the researchers. Generally, the expected results of the projects should appear a commitment of publications SCI. Many universities use this criterion to assign points to Professors
In Spain, The Ministry of Economy, Industry and Competitiveness that funds the Ramon y Cajal and Juan de la Cierva research proposals uses de SCI quartile rankings to score the researchers. The publication of the candidates are classified in two groups: Q1 &Q2 and Q3&Q4.

In Chile, the impact factor is also very important. @ Olav, Thanks for raising this issue. this is very important to have a systematic method to assess the quality of scientific publications. However current IF is mainly based on the citation.
As I believe, this need to revise due to various reasons. the most importantly many good articles cannot access due to the affordability of the researcher and because of that some articles which are open access have a chance to get good situation. I'm happy if someone can comment on this.
