We can not say that the source of contamination should be cut off within 24 hours, because the extent of the contamination or the type of contamination may be very different. The legislator can only say that the polluter must eliminate the source of pollution in the shortest reasonable and practical time, and if it is proved by the relevant organizations that the polluter has acted otherwise, then a heavy fine has been imposed on the owner.

As an environmental soil science, I always look at the policies of countries in the face of environmental challenges, and I think to myself, if I were in charge of macro-policies, would I do the same ?!.
