Actually, the time that it takes many highly rated journals to make their initial decisions depend on the handling editor and the reviewers. First, the handling editor will spend about two-four weeks to read and make his personal decision. Later, he will send the work to three anonymous Reviewers with a one month period to review the work and advise. In many cases, some reviewers may extend the initial one month review period by say two weeks. The handling editor has to study the recommendations of all the reviewers before he makes a decision. This may take him about one month. So on the average, it will take about three months before initial decision are made.

Again, I wish to also point out that often times, the time it takes for decisions to be made depends on the quality of the paper. A poorly written manuscript will always take a longer time before both the handling editor and reviewers make their decisions. Again, cases of collusion and connivance between authors and recommended reviewers can contribute to delays in decision making as most times, such manuscript are usually sent to fresh reviewers to review.

The decision to send for peer-review or not is quick in most journals, probably less than a week or two. The peer-review and subsequent first decision after review may take time depending on the availability of suitable reviewers. If there are contradictory verdicts from reviewers, editor may again send it to a new referee to ask for decisive review in order to take the final decision. That can make the process really long and frustrating for the authors.

Usually it takes a month before you can have initial comments from the reviewers. The reviewers are given 20 days to complete the review after acceptance to do the work. So 30-40 days per my experience.
