This treatment does not bypass activation of a tumor-specific immune response. It works on the assumption that some tumors are highly immunogenic from the antigen perspective but need a little encouragement in order to generate an effective ag-specific effector T cell response. The process is known as in situ vaccination and relies on the local treatment of a tumor that leads to systemic antitumor consequences.
Specifically, in the article you attached, the CpG acts to indirectly stimulate effector T cells (presumably via dendritic cells) and the OX40 agonist helps the effector response further. They discuss mechanisms but the precise mechanism doesnt seem clear.
Thus in this system you do not need to know what the tumor antigens are; you are relying on the host to generate potentially a range of T cell effector clones specific for a range of tumor antigens.
