Technology transfer and technology are different.
Technology transfer, also known as transfer of technology (TOT), ---- is the process of transferring skills, knowledge, technologies, methods of manufacturing, samples of manufacturing and facilities among governments or universities and other institutions to ensure that scientific and technological developments are accessible to a wider range of users who can then further develop and exploit the technology into new products, processes, applications, materials or services.
Technology management is set of management disciplines that allows organizations to manage their technological fundamentals to create competitive advantage.
Technology management can also be defined as ---- the integrated planning, design, optimization, operation and control of technological products, processes and services, a better definition would be the management of the use of technology for human advantage. The role of the technology management function in an organization is to understand the value of certain technology for the organization. Continuous development of technology is valuable as long as there is a value for the customer and therefore the technology management function in an organization should be able to argue when to invest on technology development and when to withdraw.
Typical concepts used in technology management are:
---technology strategy (a logic or role of technology in organization),
---technology forecasting (identification of possible relevant technologies for the organization, possibly through technology scouting),
---technology roadmap (mapping technologies to business and market needs), and
---technology project portfolio ( a set of projects under development) and
----technology portfolio (a set of technologies in use).

Technology transfer is a smaller part of technology management. Just a simple example. Technology management for our country is the job of the ministry of science, technology and innovation (see the link), besides several other private companies. The objective behind the creation of the ministry is to improve competitiveness in the fields of science and technology through the generation of knowledge and sustainable development.

Dear @Sanjay, sorry for late response, I was so busy! “Technology transfer” is the term used (mostly by the government) to designate the process of passing a technology from the party that developed it to another party for a use not known by the former. Technology transfer doesn’t work very well now, notwithstanding a lot of good-intentioned and costly efforts over the past quarter century.Technology transfer, for the most part, is being practiced in a passive mode, much like a retail operation or mail-order catalog offering. All technologies “for sale” are named, described in some way, listed, and published. They’re displayed in the store window in hopes of attracting passers-by who will say, “That’s just the technology I need!”
About technology management and its importance : "The ultimate goal of achieving global competitiveness of firms and economies means that one of the crucial competitive factors today, technology and innovation, is to be managed by closely measuring, monitoring, controlling its performance. Why is managing technology so important? As stated in (White & Bruton, 2007), the necessity for technology management lies in: (a) the rapid pace of technological changes which require multidisciplinary approaches; (b) the rapid pace of technological development which shortened product life cycles; (c) the need to cut time for product development and create more flexible organizations; (d) the necessity to maximize competitiveness effectively by using new technologies; (e) the importance of changing management tools caused by rapid technology changes.
