Bibliometry arose early this century due to the need to study and evaluate the activities of production and scientific communication . By bibliometrics , is understood as " quantitative technique and statistical measurement of indices of production and dissemination of scientific knowledge " ( Araújo , 2006 ) .Guedes and Borschiver (2005 ) say that bibliometrics is a set of laws and empirical principles that contribute to the establishment of the theoretical foundations of information science . The authors point out the most used concept of bibliometrics , defined by Pritchard (1969 ) , as " all studies that attempt to quantify the processes of written communication " . The term defined by Pritchard is both objective and comprehensive , as briefly elucidates the essence of bibliometric studies

The bibliometrics through citation analysis can be an important tool for the evaluation of scientific journals . Like any method of assessment has its advantages and disadvantages and therefore does not have unanimous in their approval . Bibliometrics is arguably an indispensable tool for the knowledge of certain scientific communities , identifies behaviors and the quality of publications .

A review of national journals by international databases are harshly criticized in various areas of knowledge , in order that the magazines in Brazil have little representation in these and the few are usually indexed in the area of Medical Sciences . Although growth in the number of journals indexed and reported increase in scientific production in the country has been noted , the criticisms are precisely because they are not hard data : what has not increased the number of published articles, but the number of journals indexed . However , it is positive for the advancement of science in Brazil has a larger number of journals indexed in databases such as Web of Science .

To the Brazilian reality , QUALIS CAPES and evaluation by strata format is the best way to analyze the quality in the journal for which you want to publish and publish in national journals , although frowned upon by some scientists ,appreciates our researchers and brings visibility and credibility for these as they are respected by their peers , will have their work cited and recognition will come , transcending geographical barriers . And as Maltrás Borba (2003 ) stated , the more you publish , the easier it is to publish again. Thus , beginning to publish in journals and reviews nationally , possibly the publication for journals indexed in international databases (be they domestic or foreign ) will be a gradual advancement for the scientist .

In Ukraine is constantly reforming the system of evaluation of scientific papers.

The basis of these reforms is the experience of other countries. Particular attention is given to publications in journals belonging Scopus database.

In my country, precisely from 2008 a doctorate degree from the new educational scheme is required. Then publications, conference attending/organizing,research projects management, teaching or students mentoring are taken in account. Professionals who haven't followed the new educational scheme are not evaluated, and their projects and research are stopped. Past experience in research field and past educational programs from doctorate engineers 'this title was removed' are not needed only the university doctorate title !!! So a large fraction from research professionals are kept apart with no rights to professional career evaluation and with no possibility to return to the university as new students for a new doctorate title, a new slavery scheme!!

@Wojciech, an expert Jarl Giske wrote an article on Benefitting from bibliometry, regarding the science! His conclusion is that we can not measure science! It is good reading. here it is!

Which is suspicious in the evaluation scheme in my country, is that experienced professionals' work is hidden voluntary from evaluators behind a required (or not) title (before 2008 even if this title was not requested, research councils were free to evaluate or not out of laws and research protocols), keeping researchers asking for their rights unsuccessfully. It looks like any third part is exercising a predation like scheme on interesting results for its self benefit by keeping them hidden to others and by isolating the authors and neutralizing them by any mean (administrative, societal, professional, health illness and also by sorcerer's evil magic if it works). Experienced successful professionals are kept under a slavery scheme and couldn't ask for their rights to any institution other then ministry of higher education who do never responds.

In my country, there is the National System of Researchers, which is the instrument of the government to evaluate the work científico.Para part of it, you need to meet the following criteria:

1 -. Publish in Mexican and international prestigious journals.

2 -. Have at least one book published.

3 -. Directing thesis, ie train future researchers.

4 -. Having academic mobility (research stays, for example).

5 -. Attend national and international conferences.

6 .- Be a part of academic associations.

Dear Wojciech. In Portugal, every 3 years, all scientific professionals are evaluated according to several issues: scientific production, extension, teaching/lecturing, conferences and so on. We all have to keep our CV's up to date in a platform managed by the Ministery of Science and the Foundation for Science and Technology. In that platform, we must insert our ORCID and Scopus numbers. Scientists are also encouraged to keep their Google Scholar profiles, and more recently also RG, up to date.

Main criteria for career purposes are: publish regularly in international peer reviewed journals preferebly with IF; publish/editing books; supervising PhD students; be part - or lead - international research projects.

Here in Brazil the CAPES system ( Coordination of Improvement of Higher Education Personnel) is base of the scientific work evaluation. It considers the publications, projects under the scale Represented by notes from A to C (A1, A2, B1, B2, B3, B4, B5 and C) depending on ther ange of publication / project in Brazil and the in World.

In the case of journals the note depends on the impact factor, in general JCR index.

In my country Argentina, we have a National Research and Technical Council (CONICET) where most of the scientists are part of. The evaluation system is mostly based on paper publications, we used to have the ISI papers divided in three sections. Nowdays Scopus is the choice to evaluate the  papers. However, the rest of the scientific work is practically not important. In summary one must Publish or Perish

Rating system for articles in my country, (IRAN):

The papers are evaluated according to scientific values, (The 1st part of the attached table). This table is only about articles (for non-medical universities) and other research activities are not included. The approved scientific journal was identified by the Ministry of Science, Research and Technology (MSRT).

A slight modification occurs in rates according to the attitude of the evaluation team.

The 2nd part of the attachment shows the distribution of scores among the authors in a joint paper.

I asked a similar question some times ago.

Here in France it depends in which institution your work. In the CNRS the evaluation takes into account the H index, the IF of the JOurnals where you publish and their quartiles, the total number of citations and papers, and recently at IRD it was asked that you publish only on the top ten journals of your discipline - but no list has been given up to now. Mainly it is requested that you publish in papers indexed by Thompson WOK , BUT SCOPUS is now challenging WOK in several commissions.

In Africa the average situation is at the CAMES to publish 5 papers in peer reviewed journals (ISSN number), even if they are not indexed SCOPUS or WOK, to be proposable for status improvement.

But the requested visbility of the journals is increasing in the commissions. Many countries ask that the Journals are indexed by WOK or SCOPUS.

In Portugal the system, mainly when applying for grants in competitive studentships or fellowships, is based on the number of published (or accepted) papers and respective TR IF of the journals. Additionally, the candidate is evaluated on the basis of being either first or last author. An algorithm is used to calculate the importance of publications for periods of five years prior to the application for a given schollarship Grant.

Professionals are also evaluated in this same manner.

Different algorithms are used for publications on non-SCI journals, books and book chapters.

Different institutions may show slight diferences but in general the same methodology is applied to public Universities and research centres.
