at 0.8% c above 723*C we have steel transforming from ferrite and cementite to austenite. But how do they obtain austenitic steel at room temperature

Its very simple to understand from, Fe-Ni phase diagram, where you can not have the chances of multiple phase transformation. From liquidus temperature to room temperature austenite is possible. Please refer about manufacturing of stainless steel related books too. This will help you to understand further.
It is not possible to stabilise austenite at room temperature in plain Fe-C system .
Austenite can be stable at room temperature only in presence of austenite-stabilising elements , e.g. Ni and / or Mn in adequate quantity .
Can you please send me the correct phase diagram that shows this stabilization
