Follow some good research paper in your area of research available in the literature of valuable conferences and journals. Hopefully you will have a good idea of writing a research paper for a conference.
Read the conference guidelines carefully and follow them. Also, look at the proceedings from previous year of the conferences you are targeting. You should be able to find good examples of acceptable writing styles, formatting and referencing for that conference. Good luck!

Do not forget that a good speaker talks to people.
You could try looking at your writing as if it were a script.
Try to be better than all those people who just read an article.
Articles are meant to be read, not talks.
Talks are meant to be given. So, if you want to convince, speak and look at your audience, not at your paper.
To get your proposal accepted, make sure you carefully read the call for paper, then select the reserach question you find relevant for you.
And just explain, as if you were talking to someone, but in writing, what you want to do, how you will do it and why it is relevant to the conference.
Explicitly stating WHAT - HOW - WHY should get you a long way.
Plus, make sure your proposal uses words you read in the call for paper, to make sure you are right on point.
Tell them what they want to hear (meaning do answer the research question with a relevant proposal) and you will convince.
