I am trying to estimate the LCOE, Levelized cost of energy, of perovskite solar cells. I am thinking of using PVGIS to estimate the power output from the cell, using parameters from the cell.
Does anyone know of a better approach to do this? It may be a specific tool for that, in particular a tool that gives the irradiation for a given locale as a function of its geographic and climatic conditions. Or, it can be some articel and/or report in which is explained how it can be done.

Yes, PVGIS can be used to obtain the hourly irradiance incident on any solar device or building. But it has geographic limitations. Another source of free data is the NSRDB, with a different set of geographic limitations, https://maps.nrel.gov/nsrdb-viewer/

At the moment, PVGIS cannot be directly used to estimate the energy yield of perovskites. The PV technologies currently available are crystalline silicon, CdTe, and CIS.
However, you could use the 'Hourly data' tool to obtain the hourly plane-of-the array irradiance for a specific configuration (mounting type, azimuth, and slope) in a specific location (lon, lat). The hourly tool also provides hourly ambient temperature and hourly wind speed. With this data, you could apply your own perovskite model to estimate the energy yield.
