It works in some cases. In the undeclared blockade to Nepal by India, the cultural diplomacy helps to ease the situation on some extend.
Cultural Diplomacy is an important aspect of diplomacy in modern times. Culture has a strong pull for international audience and opinions are formed on the basis of how you project a country's culture. However, the culture has to be inclusive of women. For example, if a country's culture forbids song and dance and forbids its women to be the part of its cultural forays, the country's cultural diplomacy may not be very successful.
