I would assume that WHO standards will be your first priority since every country has their own standards, making it difficult to assess them by any other means than "Universal Standards"

Additionally, it may also be beneficial to find out what standards have previously been used in similar settings and see if there are any reports on lessons learned, to consider adaptations.

You raise important questions. Certainly, WHO has a major role to perform; however, it is often criticised for poor outcomes and/or for not employing suitable tools to assess the long-term impact of various interventions. The World Bank recognises this problem, and a few years back they modified their strategy accordingly. There is a whole body of literature on the topic; this one might be of interest: "Human Rights and Structural Adjustment" by Abouharb and Cingranelli (Cambridge, 2007). 

Many well-meaning projects fail to deliver sustainable benefits, and the causes of failure are not always clear. Sometimes it is lack of follow-up; sometimes cultural insensitivity and trying to impose models that do not actually fit; sometimes it is lack of long-term education to ensure that people on the ground know what to do after a project officially ends (and have the financial and human resource means to keep things going).

There is certainly a moral dimension to this question, and ethics does not always feature very prominently in global health education. That said, they are some good examples. Peoples' uni offers an online course on Public Health, with a separate course on medical ethics, aimed specifically at developing countries. Gaps between preparing policies & programs and their implementation is a serious concern in the developing countries. But these gaps should be minimized to achieve set Sustainable development goals especially for developing Countries.

The WHO has a number of very effective and sustainable interventions for developing countries.  WHO likewise has a long history for establishing global standards. Search their website for examples. Glad to see your interest. 

One of the major problems underlying the effectiveness of global health interventions in developing countries is the question of poverty. Poverty affects the implementation of health programmes. I will cite the issues of malaria eradication and HIV/AIDS treatment eradication. The major challenges in both the scaling up of these programmes and implementation are poverty in the recipient countries. You have countries where health workers live below a living wage, instead of implementing the programme as honestly as their professional standing demand hey pilfer from the programme they are working for.
