Yes....many insitutions may ckne forward for online teaching methods, as u have rightly said that online efucation will reduce the cost of infrastructure like buildings and furnitures, accomidation and transport of students. But all kinds of education is not possible through online mode like the science subjects which involves experiments. It may not be that much effective for pre school and primary school children where face to face interaction is very much essential for alround development of children. Hi! E-learning can help to reduce the budget for certain aspects in education such as flexibility to conduct classes , training for the students , staffs of the education institutions. On the other hand institutions need to deploy resources to strengthen their technological infrastructures to support their online deliveries. As pointed out, there are both enablers and barriers. Universities would benefit in reduce cost to their infrastructure (e.g., lights, water, maintenance etc.). But students may not treat the online environment as they would the F2F classes. Already reports coming are that they do not stay on the online platform for the entire session, so the instructors have to constantly do reviews at the beginning each session (e.g., short quiz) to ensure that they have the necessary foundation before moving on the new topic. If not, their performance may fall behind. I hope this point adds to the discussion regarding the question.

As long the students do not physically come to the organisational premises there still remain the costs of maintaining the infrastructure. Also, there is the investment in upgrading the infrastructure to enable online classes. We have to invest in teachers in pedagogies for online training. And at some point in time practice elements of certain programs have to be fulfilled, no matter how many virtual labs we use. The larger question however is are we forgetting the key stakeholders, does every student have access to technology and is it affordable. Will we be reinforcing social exclusion by promoting solely online training or should we be focusing on some form of blended learning?

Through my experience in tertiary education, e-learning was ideal for those who are working, study on part-time basis and do not have time to attend face-to-face traditional classes and lectures. As for the full-time students, e-learning was regarded or adopted as supplementary to the traditional face-to-face lectures. However, with the COVID 19 pandemic crisis, the tertiary education scenario has made a 360 degree change whereby e-learning has become the core mode of learning. Everything has to adapt to the change starting with the mindset of both the educators as well as the learners. Educators have to be more innovative while learners need to be more independent. Both parties need to invest in internet connectivity instead of transport, accommodation and infrastructure as everyone was working in their own home instead of respective campuses.

Thank you Yacine Lafifi for your question. We know that COVID-19 and the introduction of online learning, has affected the budget of many universities worldwide. These universities used to have one-third of their yearly enrol from international students paying fees. These fees used to help the universities to continue their function. Now with the COVID-19, there is a significant loss in their budget. I think this component is related to your question. Do you still think there are benefits?

Also, Yacine Lafifi the evidence show there will be a reduction in general and teaching staff- possibly 10-20% and up to 30% will lose their job or made redounded. I think there will be losses and if there is any saving, it is minimal compared to the damages.

Also, Yacine Lafifi add to what I have said. There are parents afraid to make their children back to schools. In some countries, home teaching will take place by groups of parents without the need for school curricula or online education. This will add to the losses as many schools will close as a result of such changes.

Thank you Samy Azer for your answers. I think that the effect of e-learning is relative and it depends on the education system adopted by each country. In other words, in some countries, governments spend a lot of money to support the public higher education sectors (transport and catering are subsidized / supported). So, the answer can be relative to each adopted educational system.

I believe that in higher education, reduce the cost per student for government organizations, since they can carry out a massive teaching by the knowledge of E-learning for both teachers and students. But in primary education, I believe that investment by governments increases, since they must provide technological material that many teachers and students do not have, which will be a great investment.

Indeed, there is a decrease in the costs of e-learning, as the state mocks billions annually on exam books and on the provision of supplies and supervision, but this is at the expense of the quality of education.

COVID-19 pandemic forced the transition form face-to-face teaching to online teaching, of course the former cannot be totally replaced especially in lower grades at the school level and in applied majors at the university level.

The shift will reduce the cost on educational institution in terms of buildings, maintenance, staff and on-campus marketing events; however the institutions and its academic staff has to be well prepared for this transition. The institution should take into consideration of buying the licence of the online tools to be used, along with their yearly renewal, the extensive training for the academic staff on the on-line learning methodologies so that they can deliver the message efficiently and the extra staff member at the IT support team. If any institution wants to do the switch correctly and with high efficacy then a huge budget should be paid in the first years of implementation to prepare the ground correctly and after everything is set and tested, the institutions start making profits.

Iconsider that the cost of provision.of educatinal infrastructure, transportation for theteachers, accomodation for the students may be saved in that in the e-learning process students receive educational instruction from their locale instead of.being available in.schools.

I agree Yacine Lafifi , there will be differences between countries/universities, and not necessarily the economic impact will be identical.

For me it contributes significantly because, for example, students have returned home to their families and e-learning has gained prominence and importance, as many educational institutions, carry out their teaching activities through large digital platforms. On the one hand, this factor has represented a significant investment in teaching platforms and web hosting, in order to give continuity to the school year or period, but it has also meant a reduction in infrastructure expenses in maintenance of the physical educational structures and even in the hiring of teachers, as well as a reduction in expenses for the transportation of students, teachers and educational inputs.

There may be a reduction in the budget, but remember there are several other elements will also change.

1. Reduction of international students, who pay fees and some universities depend on such an important sector in their budget.

2. Recession and economic crisis that will result in a reduction of the country budget allocated to education and universities.

3. Reduction and making several redundant positions in general and teaching staff.

4. The need to purchase several licences of online systems, online learning programs, and online assessment etc.

According to me it will increase expenditures as will as other issues.....

For me, it contributes to reducing transportation costs by not mobilizing students or teaching, administrative and labor personnel to the institutions, and even to reducing infrastructure costs, because it saves on the maintenance of the physical structure of the educational centers, and expenses for water and electricity services. So the educational systems prefer to spend on platforms that guarantee optimal quality learning. But there are countries where the economic situation of their population, does not allow their students to acquire a laptop or quality internet services, and therefore it is a difficulty that has to be studied by educational systems in each country.

Right now it has cut costs with maintenance of buildings since students can’t get on campus yet.

It is somehow convenient and cost-effective as it reduces travel cost and buildings operational costs.

Expenditure on the physical contact &use of infrastructure in the learning process is reduced by the e- learning approach .
