In my opinions some indicators to measure the quality of distance teaching such us course content , teaching scenario, students' interactions, all of it has contributes for it.
In whatever scale, all indications are that distance learning is the best of all evils. There are no other alternatives. Everone realizes the heavy losses that have but we say something is better than nothing; even if that "something" is the minimum!
What do you mean by teacher? I agree with you that the content and the structure are important. Furthermore, what about the students' satisfaction? Do you agree that the last one is also important?
Yes, it will undoubtedly be result, a consequence of it all. After all with good teachers, good content and good structure. Of course we will have good students!
for prioritizing those 3 measures I suggest to employ some kind of business model thinking: What are your "buisnes metrics" (that will tell you, that you/your product is successful) and how do you order them.
For example: monthly revenue (with your product), customer loyalty, academic achievment, aquired competencies, comnstant learning and interaction with the product, own reputation (as a teacher)... and so on.
According to the order of your busines metrics you might employ your indicators.
If you are questioning the quality of distance learning and the extent of its success, then learners’s performance and how much progress they make are the indicators you need to take into consideration. Content or teaching materials may vary and their choice remains relatively subjective. Teaching methods vary likewise and opting for one method or another is even more subjective and could be decided by many extra-curriculum factors.

However, do you think that evaluation method must be another indicator? In other words, the content of the teaching subjects can be an important indicator for the teaching quality.
I understand why you don’t think that learners’s progress and performance are not enough indicators. For me as a language teacher, I rely on other factors relevant to, for instance, how advanced my teaching materials are in order to see whether my teaching is working or not. If the learners feel comfortable handling advanced materials, then this is a good sign and I feel like I have met my goals.
Of course it is, but the problem is that it is subjective. No two teachers teach exactly alike even when they adopt the same approach. Teaching itself is both a talent and an art. Some teachers are more gifted than others or more resourceful, or more charismatic, etc...
Many tools and procedures used in assessing the efficacy of traditional teaching can be of use in the context of online teaching. You may wish to explore students' views on teaching, curriculum, learning platform, networking, and the assessment tools themselves.
Skills the students can learn in the distance, cost, and the value of the degrees earned by the students. Because Online Degree is not valued everywhere.
Student's satisfaction with the course is important. I don't mean just letting them coast but when they leave feeling like they have learned something.
But I think we have had some time after one year to move to distance learning, so I think ensuring that your teaching activities and assessments align with your learning outcomes would be the main priority. Your learning activities should be engaging to keep students motivated as many of them experienced screen fatigue during the pandemic. I have tried quick 10-min graded review quizzes at the beginning of each online session and it keeps students current with the course content before moving on to a new topic. The asynchronous debate also worked well for me as well as uploading a student copy of the presentation the day before the session. But, I use my instructor copy with the answers to questions, so students have to think about the content and afterwards, I upload my copy to the learning platform.
