A research proposal is a proposal documenting the research that you are going to embark & normally you need to develop that for post-graduate studies e.g. Master or PhD research or to obtain a research grant. Content of a research proposal includes: research problem, objectives, questions, high level literature review, high level conceptual framework, high level research method, project schedule, resource plan & costing.
Whereas research paper like what you'd indicated in your question whereby it can include review paper (focus on literature review), conceptual paper (focus until conceptual framework) or end to end empirical research paper i.e. encompassing research problem, objective, questions, literature review, conceptual framework, research methodology, findings, discussion & conclusion.

A research proposal is written prior to the study. It outlines what has been done, what you intend to do, and sometimes what results you expect to get. A research paper on the other hand is what you write when the study is completed, mostly for publication.
