In Surface-enhanced Raman Scattering (SERS), the intersection between 2 metal nanoparticles can greatly enhance the Raman signal (make an Electromagnetic). Publisher call it is HOT-SPOT. I do not understand how HOT-SPOT can enhance the Raman signal. I really need a clear answer.
There are various models for the exact events, but I guess fig. 3 of this paper should do the job for your problem:

The effect is sometimes called "nano lensing": the hot spot is like the focus of a nanometric lens (the particle or the ensemble of particles) that is concentrating electromagnetic energy in a very small region, similar to a lens concentrating sunlight on a paper sheet.

You mean it's like a focusing lens, interacting with electromagnetism to focus energy locally on an area (Hot-spot).
Nano-lensing is another way of phrasing it, essentially the physics of generating a local strong field is the same as what the authors of the paper I posted described.
I wouldn't use the term "interacting with electromagnetism", though. That is less precise than what Vincenzo Amendola and I posted.
Side note: don't think about the hot spots as actually hot. If you irradiate strongly, the radiative heating in those places will of course be the strongest, but I wouldn't recommend that for stability reasons.
