If the publication journal 'owns' the article and the request is not for teaching/educational purposes from someone who is not a current collaborator, do such requests fall under 'fair use' or what allows one to provide copies? In the age of electronic databases I no longer purchase offprints.

It is common practice that you can share the paper (email a .pdf) with anybody that request it, but not make it available for download.

A valid means of responding is with a copy of the manuscript version of the paper (that is, a manuscript on which a printed copy is based) -- but not the printed version, itself.
