Increasing the surface roughness of the metal substrate will surely help. Depending on the end use, using a polymer slurry (dissolving PLA into an Acetone solution) and applying it to the surface or applying a thin polymer substrate such as Kapton tape, both of these methods will work better if your application allows it.

Thank you for your answer. I think I could try out changing the roughness of the metal substrate, it is a good advice and it suits well with my application. However, my application does not allow the use of solvents but maybe using tape will be ok.

Try a photo-stick glue, combined with a reasonably big "raft". This might solve your problem. It works great with glass substrate.

Glue stick works fantastic on a glass bed, I would think the result would be similar on a metal substrate. Make sure the glue is totally dry before printing.

Are you using a heated bed? If you were to get some heat transfer into the substrate this may help substantially.
