How do you determine whether a government website fulfilled the public expectation?

Referring to the interrogative sentence, I think, the two main points are related to the determination and expectation words.
First, the determination point may in regard to the methods, that is qualitative and qualitative. The second one may relate to the belief that something will happen. Several topics may refer to the success, acceptance, satisfaction, or the usability issues of the system.
In brief, both above mentioned points depend on what are the background and purposes of the study itself.
Can you describe further on what may be used if it is going to be a qualitative study. And what may you suggest if it is a quantitative study? if we are measuring the success of egov.
It is my short opinion. I think, the methodological points may depend on the research programs. As a scholar, I often like to know and understand the topic in the first stage, what is the interenting issues of the research phenomenon. And then go to the research design in the second stage, how to arrange the study into the methological parts.
First, in the preliminary stage, I will do literature review to explore the topic, that is the egov success measurement. This stage is performed especially to answer the what (the theories, concepts, models of the topic), why (significance of the study), who (stakeholders of the study, including the researchers, sponsors, participants/respondents, etc), where (place of the study, including institution and country) questions. The purpose of this stage is to develop the research proposal points, including the backgrounds (including the practical, theoretical, and/or the methodological parts), problem, purposes, objectives, questions, scope, significance, model, and the theoretical framework.
In your case, despite the fact that there are many studies in the system success measurement field today, including egov; but, I think, it still remans gaps for the further studies. The question may how to find the gaps and then formulate it into a set of the research proposal for proposing the novel study.
Second, besides findings of the literature review can be used to develop the backgrounds, problems, purposes, objectives, questions, scope, significance, model, and the theoretical framework, the findings can also be employed to develop the research design. A research design is the set of methods and procedures used in collecting and analyzing measures of the variables specificed in the research problem research study. The study can be designed following the methodological gaps which are found in the preliminary literature review, in order to justify the novelty points of the study.
There are many discussions around the research methodology in RG, but, I think, the essential issues is how to ensure the coherence across the research programs into the methodology parts (the method, technique, procedure, and tools of the study).
For example, the study is performed to explore/examine... (the purposes) based on (the objectives), how to understand/know... (the questions), and a qualitative/quantitative method (the methods) is then employed using in-dept interview/survey (the data collection techniques) with question list/questionnaires (the data collection tools) towards the managers (the participants/respondents). The collected data are then analysed using the interpretative/statistical analysis (the data analysis technique) with the NVIvo/SPSS software (the data analysis tools), so on.
In brief, the sequential stage may helpful for me to prepare a research. However, the implementation may be a different ways referring to the study contexts, especially in the qualitative study; but besides focusing on the results, keeping the coherence issue across the research programs into the methodlogical parts is also my focus.
