Gartner's 5 Levels of Digital Government Maturity is but one of about 25 e-government maturity models that emerged over the period 2000–2012. The maturity models differ in terms of the number of stages, which range from two to six, but also in terms of the features of the similar stages they share. (Gartner's model updates a four-stage version dated 2000.) Higher-level commonalities relate to presence, interaction, transaction, and the idealized stage of integration. However, most e-government maturity models were developed with specific, usually higher-income, countries in mind, with increasing attention over time to open government, e-participation, and political participation. Accenture's, developed in 2003, included Malaysia among the countries it covered. The more important point is that the level of maturity of e-government is likely to be a function of what model is used to measure it.

in my opinion, that stage is adjusted to e-government needs. feasible stage offers as follows:

Stage 1: readiness of resources (human, tools, and finance)

Stage 2: can be accessed online (open)

Stage 3: have a mechanism (service standards that are fast, accurate and accountable)

Stage 4: can answer customer needs or use services

Tahp 5: updated information and system upgrades (ongoing) online
