There is quite a lot of literature out there on this topic. A recent review by R. D'Eath and colleagues looks like a good starting point.

Tail biting/cannibalism is usually associated with excitement of pigs due to excessive light in the pig house and (probably) lack of some nutrients in pig diets. If you provide good environmental conditions (as Celi pointed out), this vice could be reduced. Another approach to avoid tail biting could be housing the pigs singly (one pig, one pen) although initial capital for this is quite high especially in Africa. Elly
