Thank you Mr. Temesgen. But how come the application of oil produce a stable and permanent coating?

you could perhaps coat the surface with a very thin layer of PDMS, then place your silica on to the layer and wait for the the pdms to dry? The cured PDMS should be able to hold the power onto the surface.
