I got the answer for this problem
you need to have following files to install
install cmake and FFTW3 latest and after that, in the gromacs installation step after mkdir build, cd build, use the following command
cmake .. -DREGRESSIONTEST_DOWNLOAD=OFF -DREGRESSIONTEST_PATH=/PATH/WHERE/UNCOMPRESSED/regressiontests-5.0.3
i MANAGED TO INSTALL GROMACS BY DOING SO.
Seems your computer is not connected to the Internet. cmake could not download some files
Check if you can download the file manually by typing the command "wget http://gerrit.gromacs.org/download/regressiontests-5.0.4.tar.gz"... if you don't succeed maybe the file on the remote server is not available or you cannot reach the server itself. I don't think it depend on your machine or operating system.
if its problem with connecting to internet , update proxy details in yum.conf

I have the same error massage on a MAC. I manually download regressiontests-5.0.4.tar.gz and give a path to the gz file.
cmake .. -DGMX_BUILD_OWN_FFTW=ON -DREGRESSIONTESTS_DOWNLOAD=OFF -DREGRESSIONTESTS_PATH=/Users/xx/yy/gromacs-5.0.4/regressiontests-5.0.4.tar.gz
you need to unzip the regressiontests-5.0.4.tar.gz and then in cmake, give the path to the unziped directory of the regressiontests-5.0.4
and if you have already installed FFTW, you can remove this command from cmake
(note: which one you need, the float or double i.e single or double precision gromacs )
