The synthons of (E)-((3-chloroacryloyl)glycyl)trifluoroborate are methyl (E)-3-chloroacrylate and glycyltrimethoxyborate.

methyl (E)-3-chloroacrylate is readily available but glycyltrimethoxyborate needs to be synthesized.
