both are in a lypholized powder form however, I didn't find any protocols on how to prepare the solution. In a paper they used 10 ng/L but I don't know how they achieved that.

The Phoenix sheet states, “soluble in water”, so basically any buffer you want to use in your assay will do.
Proinsulin C-Peptide (55-89) human also known as “Proinsulin connecting peptide” can be used in various buffers, see for example:

Where they make various stock solutions round (500 M) in for example 10 mM Sodium Phosphate buffer, pH 7.3 and a 10 mM sodium acetate buffer, pH 3.2 at 20°C.
In the following paper they used even distilled water (as stock solution):

So making a solution seems simple, just weight the appropriate amount of powder and dissolve it in the required amount of solvent (most of the time the same buffer as you want to use in your assay) this will be your stock solution and take the necessary aliquots to perform your assay.
