First you will need to come up with a clear idea of what your draft is and how you intend others to join.

I have gone through the description but yet it is not enough. You will need to develop a work plan. Follow this procedure:
1. State the title
2. The aim of the work (make short description of the project)
3. Type of project (article or book [monograph or edited])
4. Number of authors.
5. Make a tentative contents (at least what you wish to include)
6. Tentative timeline from start to finish
7. The intended publisher.
8. Any cost implication.
9. Spell out the area of specialization
When you do this, you can post it as question on RG and put on the right tags. Make invitations and explore other research network.
But be very clear, focused, time conscious in response/feedback.
